It examines the state of the HIV epidemic among young people, highlighting the challenges they face and presenting solutions informed by evidence of what works with different age groups and in different epidemic settings. The report outlines key steps towards building a continuum of HIV prevention that can help keep children HIV-free as they develop into young adults. Fragile Gains In Global AIDS Response. UN Secretary General

The UN Secretary General has issued an advanced unedited report entitled Fragile gains in global AIDS response ahead of the High-level Meeting of the UN General Assembly on HIV/AIDS in June 2011. See also the draft resolution .

 

According to the report, tangible results have been achieved in the global response to AIDS, demonstrating that a collective and comprehensive commitment to addressing AIDS can produce positive outcomes. The report highlights that the global rate of new HIV infections is declining, treatment access is expanding and the world has made significant strides in reducing HIV transmission from mother to child. UNAIDS Strategy 2011–2015: Getting To Zero

 The UNAIDS has issued the UNAIDS strategy 2011–2015. Entitled Getting to Zero, the strategy aims to advance global progress in achieving country set targets for universal access to HIV prevention, treatment, care and support and to halt and reverse the spread of HIV and contribute to the achievement of the Millennium Development goals by 2015.

Mozambique: Food Crisis, Household Welfare And HIV/AIDS Treatment

Abstract

Using panel data from Mozambique collected in 2007 and 2008, the authors explore the impact of the food crisis on the welfare of households living with HIV/AIDS. The analysis finds that there has been a real deterioration of welfare in terms of income, food consumption, and nutritional status in Mozambique between 2007 and 2008, among both HIV and comparison households. However, HIV households have not suffered more from the crisis than others. Results on the evolution of labor force participation suggest that initiation of treatment and better services in health facilities have counter-balanced the effect of the crisis by improving the health of patients and their labor force participation. In addition, the authors look at the effect of the change in welfare on the frequency of visits to a health facility of patients and on their treatment outcomes. Both variables can proxy for adherence to treatment. This is a particularly crucial issue as it affects both the health of the patient and public health, because sub-optimal adherence leads to the development of resistant forms of the virus. The paper finds no effect of the change in welfare on the frequency of visits, but does find that people who experienced a negative income shock also experienced a reduction or a slower progression in treatment outcomes.

HIV/AIDS ... WHO, UNESCO And UNAIDS

A new report co-prepared by the World Health Organization (WHO), the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the Joint United Nations Programme on HIV/AIDS (UNAIDS) reviews the progress made in 2009 in scaling up access to selected health sector interventions for HIV prevention, treatment and care in low- and middle-income countries.

Towards universal access : Scaling up priority HIV/AIDS interventions in the health sector. WHO, UNESCO and UNAIDS  is available in English.

This fourth report since 2004 highlights the progress made by developing countries. For instance, in Sub-Saharan Africa the number of people benefiting from antiretroviral therapy increased by 33%. Besides, some 54% of HIV-positive pregnant women in the region received antiretroviral drugs to prevent HIV transmission to their children in 2009, up from 45% in 2008.

Advancing Women’S Leadership And Participation "Transforming The National AIDS Response..." UNIFEM

UNAIDS OUTLOOK Report 2010

Key findings

The new UNAIDS Outlook report outlines a radically simplified HIV treatment platform called Treatment 2.0 that could decrease the number of AIDS-related deaths drastically and could also greatly reduce the number of new HIV infections. Evidence shows that new HIV infections among young people, in the 15 countries most affected by HIV, are dropping significantly as young people embrace safer sexual behaviours.

Also in the report, a sweeping new UNAIDS and Zogby International public opinion poll shows that nearly 30 years into the AIDS epidemic, region by region, countries continue to rank AIDS high on the list of the most important issues facing the world.

And an economic analysis makes the case for making health a necessity, not a luxury, outlining the critical need for donor countries to sustain AIDS investments and calling on richer developing countries to invest more in HIV and health.

Progress Report On AIDS Response. UN Secretary General

The  UN Secretary General , has issued the progress report on AIDS response. Available full text, it is a part of the 2010 General Assembly AIDS Review. The report was presented to the  64 th General Assembly by the Deputy Secretary-General of the United Nations Dr. Asha-Rose Migiro and puts forward a set of recommendations. Concretely, reducing funding for HIV treatment and ARV means:

  • A reduction in treatment slots. Patients will have to wait longer to start ARV and are at risk of dying before they can have access to life-saving medication. Patients left untreated risk deteriorating and succumbing to opportunistic infections such as TB. More patients will be lost to follow up, even before they can start ART.
  • Blockage in the implementation of WHO guidelines allowing for a move away from substandard care and giving patients the benefits of earlier treatment.
  • A further squeeze on the available initiation capacity of the Global Fund.
  • Knock on effects on already fragile ARV supplies. This means more stock-outs and disruptions, resulting in additional strains on patients’ adherence and health facilities’ workload.
  • Further reductions in affected countries’ ambitions for tangible results and inclusion of specific vulnerable groups.

From the field perspective, a donor retreat will change the character of the epidemic, with increasing numbers of patients seeking care, more ill patients and rising mortality in the community — echoing the early 2000s when ART was rationed to the happy few.

  • Patients starting with lower CD4-counts (a measure of the number of T cells per cubic millimetre of blood, used to evaluate the immune system of patients infected with HIV) require more frequent, more intensive and more costly care. At the same time, they have lower chances of survival and take longer to recuperate.
  • Health facilities’ patient load will increase and health workers will be discouraged by the worsening results among the patients to whom they provide care.
  • Patients might start sharing their pills, effectively lowering their dosage and increasing risks of virus transmission and resistance.
  • Tensions will rise between those patients on treatment and those not yet on treatment.
  • Tuberculosis rates will increase and represent an additional burden on already busy clinics.
  • Mortality among adults in the prime of their lives and the number of orphans will rise again in the community.
  • Insufficient ARV availability will require a proportional slowing down of testing and counselling activities.

National HIV Population Survey - Health Of SA's Children

CAPE TOWN - Nearly all pregnant women in South Africa are making use of antenatal care clinics during pregnancy (97%), while nearly three-quarters have received antenatal services five times during their pregnancy (71.4%). There is also a high utilisation of public primary health care services for children in South Africa - although this does not always mean that services such as immunisation services are utilised.

These are some of the findings from a new study, The Health of our Children in South Africa: Results from a national HIV prevalence population survey , released in Cape Town today. The study is a further analysis of data gathered for the Third South African National HIV, Behaviour and Health Survey, 2008 which included adults and children. The survey sample for the children's report comprised 8,966 children aged 0-18 and is nationally representative. This survey was the first to also capture the health of children aged 0-2 years old.

The survey was funded by the US Centers for Disease Control and Prevention (CDC) using funds from the President's Emergency Plan for AIDS Relief (PEPFAR) and the United Nations Children's Fund (UNICEF). The research consortium consisted of the HSRC, the Medical Research Council (MRC), the Centre for AIDS Development, Research and Evaluation (CADRE), the National Institute for Communicable Diseases (NICD), the US Centers for Disease Control (CDC), and the United Nations Children's Fund (UNICEF).

Impact Of HIV/AIDS In Africa, A Knowledge Platform

The United Nations Economic Commission for Africa (ECA) has launched an electronic knowledge platform on the impacts of HIV/AIDS on African countries, with emphasis on lessons learned from the Treatment Acceleration Programme (TAP), a multi-year pilot programme funded by the World Bank with ECA and World Health Organization as technical partners.

The platform, HIV/AIDS Learning and Resource Service, is accessible at http://health.uneca.org.

 

TAP was piloted in three African countries, Burkina Faso, Ghana and Mozambique and generated crucial lessons in voluntary testing and counseling, drug resistance, prevention of mother-to-child transmission, public-private partnerships, and socio-economic determinants of adherence to HIV treatment.

Summary: The Health Systems Trust (HST) released its latest edition of the District Health Barometer on the 6th of July at the Health Informatics South Africa conference, Emperors Palace, Gauteng.     Exploring the links between HIV/AIDS, social capital, and development

    This paper attempts to quantify the impact of the HIV/AIDS epidemic on social capital with cross-country data. Using data from the World Values Survey, the authors estimate reduced-form regressions of the main determinants of social capital controlling for HIV prevalence, institutional quality, social distance, and economic indicators. The results obtained indicate that HIV prevalence affects social capital negatively. The empirical estimates suggest that a one standard deviation increase in HIV prevalence will lead to a decline of at least 1 percent in trust, controlling for other determinants of social capital. Moving from a country with a relatively low level of HIV prevalence, such as Estonia, to a country with a relatively high level, such as Uganda, there is a more than 11 percent point decline in social capital. These results are robust in a number of dimensions and highlight the empirical importance of an additional mechanism through which HIV/AIDS hinders the development process.

The focus will be on recently completed research by Isandla Institute that looks at the link between HIV/AIDS and human settlement planning, development and implementation. This research culminated in a concept paper as well as a resource guide with practical suggestions for those involved in the planning and implementation of sustainable human settlements

    The resource guide locates a developmental perspective on HIV/AIDS within the context of housing and human settlements development. It explains the ways in which human living environments have implications for the spread and management of the HIV/AIDS epidemic, as well as how HIV/AIDS affects many of the underlying assumptions and practical considerations involved in the development of sustainable human settlements. The document also provides practical guidelines on what integrating HIV/AIDS means for the day-to-day work of various actors involved in human settlements development processes.

    The two-day 2008 High-Level Meeting on AIDS: Uniting the World Against AIDS opened today at the UN Headquarters in New York. The meeting will review progress made in implementing the 2001 Declaration of Commitment on HIV/AIDS and the 2006 Political Declaration on HIV/AIDS. Follow the discussions as they happen through the UN webcast and read statements made in the opening and plenary meetings.

    “Our Commitment: World Bank’s Africa Region HIV/AIDS Agenda for Action 2007-2011,” is the result of extensive consultation with over 30 African partner countries and institutions, as well as donors, UN agencies, non-governmental organizationsand others seeking to reverse the spread of HIV/AIDS. It builds on what has been learned in the emergency response to HIV/AIDS and reaffirms the World Bank’s commitment to combatting HIV/AIDS in Africa.

    The Agenda for Action will contribute substantially to the long-term, sustainable response required to overcome this enormous development challenge facing sub-Saharan Africa.

    A new report from the World Health Organization (WHO), the Joint UN Programme on HIV/AIDS (UNAIDS), and the UN Children's Fund (UNICEF), Towards Universal Access: Scaling up Priority HIV/AIDS Interventions in the Health Sector, has been issued (full text, pdf, 5.12 MB). According to the WHO press release, nearly 3 million people were receiving treatment with antiretroviral therapy in low- and middle-income countries by the end of 2007—a more than seven-fold increase over four years.

    Children and AIDS: Second stocktaking report
    This report reviews advances made over the past year or so in four areas where HIV and AIDS affect children. It finds that most countries have made important gains in preventing mother-to-child transmission of HIV and in paediatric treatment. Some countries have made progress towards HIV prevention goals, and more AIDS-affected children are benefiting from protection, care and support services. But much more remains to be done. The report also explains the need for improved norms, standards and guidelines to ensure effective implementation of programmes.

    The Joint UN Programme on HIV/AIDS (UNAIDS), the World Food Programme (WFP), and the World Health Organization (WHO), have developed a policy brief on HIV, food security and nutrition (short version, pdf, 244KB; expanded version, pdf, 247KB). As food insecurity and poor nutrition can hasten the progression of AIDS related illnesses, and the virus itself reduces the capacity of people living with HIV to work to provide food for themselves and their families, the policy provides guidance for governments, civil society and other partners on how to address food and nutrition concerns in the context of HIV.

    World Bank's Commitment To HIV/AIDS In Africa

    The World Bank recently released a new report titled The World Bank’s Commitment to HIV/AIDS in Africa: Our Agenda for Action, 2007-2011. According to the report, about 22.5 million Africans are HIV positive, and AIDS is the leading cause of premature death on the continent, especially among productive young people and women (full report, pdf, 51.11KB). With its African HIV/AIDS Agenda for Action, the Bank says it is moving away from its initial ‘emergency response’ role as the world’s principal financier of HIV/AIDS programs, towards a new mission with four new strategic objectives:

  • at the global level, advising countries on how best to manage the complexity of the international financing they receive;
  • and at the local level, helping countries to accelerate implementation and take a long-term sustainable development response to HIV/AIDS;
  • strengthening the monitoring and evaluation capacity of countries to track the efficiency, effectiveness, and transparency of their HIV/AIDS response;
  • and building up stronger health and fiduciary systems.

    HIV/AIDS And The Millennium Development Goals

    A new report by the Secretary-General on Declaration of Commitment and HIV/AIDS and Political Declaration on HIV/AIDS: midway to the Millennium Development Goals has been released (A/62/780). The report reviews progress in implementing the 2001 Declaration of Commitment on HIV/AIDS (A/RES/S-26/2) and the 2006 Political Declaration on HIV/AIDS (A/RES/60/262). The findings are based on reports of 147 Member States on national progress in response to HIV. The report represents the most comprehensive body of evidence ever assembled regarding the response to HIV in low-, middle- and high-income countries.     Combating the Twin Epidemics of HIV/AIDS and Drug Addiction: Opportunities for Progress and Gaps in Scale

    This report examines on 12 countries in Asia, Africa, and eastern Europe that have experienced significant increases in reports of injection drug use, injection-related HIV, or both during the past decade. These countries receive significant aid from the United States either directly through the President’s Emergency Plan for AIDS Relief (PEPFAR) or through the Global Fund to Fight AIDS, Tuberculosis, and Malaria. The report focuses on a particular intervention—medication-assisted maintenance treatment for drug dependence—an area in which the United States has considerable experience and strength and that offers an opportunity to expand engagement in global HIV efforts. U.S. efforts should be coordinated with those of recipient governments and other donors in an integrated, comprehensive approach that ultimately will be the most effective strategy to curb the rapid growth of injection-driven HIV epidemics.

    HIV Prevention Strategic Plan: Extended Through 2010

    This plan extends the HIV Prevention Strategic Plan Through 2005 (2001 Plan) published by the Centers for Disease Control and Prevention (CDC) in January 2001. The short-term goal, milestones, and accompanying objectives are based on general and specific recommendations from the CDC and HRSA Advisory Committee on HIV and STD Prevention and Treatment (CHAC), formerly known as the Advisory Committee for HIV and STD Prevention. The HIV Prevention Strategic Plan: Extended Through 2010 ( Extended Plan), which will serve as CDC’s strategic guide for HIV prevention through 2010, includes a short-term goal of reducing new HIV infections by 5 percent per year or at least 10 percent by the end of 2010. To achieve this goal, the Extended Plan includes an expanded set of objectives and performance indicators that make priorities more explicit and ensure that key issues are effectively addressed. Twelve new objectives have been added, 20 existing objectives have been modified, and one objective was deleted (42 objectives total, compared to 27 in the 2001 Plan). The Extended Plan also incorporates 17 additional performance indicators (25 total, compared to 11 previously).

    UNAIDS Web Site Re-Designed.

    The Joint United Nations Programme on HIV/AIDS (UNAIDS) recently unveiled its new look design web site. The new site include many rich new features including a live Cosponsor newsfeed, a new Knowledge Centre which houses all UNAIDS key data and resources and a new-look publications section and multimedia centre housing video, audio and photographic materials and improved navigation menu.

    UNAIDS, 2007 AIDS Epidemic Update

    UNAIDS, the joint UN programme on HIV/AIDS, has issued the 2007 AIDS epidemic update (full text, pdf, 1.6 mb). The report indicates global HIV prevalence has levelled off and the number of new infections has fallen, in part as a result of the impact of HIV programmes.     Council Of Science Editors' 2007: Poverty And Human Development, Global Theme Issue

    A total of 235 scientific journals in 37 countries participated in the Council of Science Editors’ 2007 Global Theme Issue. More than 1,000 articles are being published simultaneously, representing research in 85 countries.

    Seven of the most outstanding articles from these journals addressing critical issues of global health research and policy were selected by a panel of NIH and CSE experts for presentation. New research in these articles examines interventions and projects to improve health and reduce health-care inequities among the poor. Subject areas include: childbirth safety, HIV/AIDS, malaria treatment, food insufficiency and sexual behavior, interventions to improve child survival, physician brain drain from the developing world, and influenza's impact on children.
