The Transparency for Technology Network was co-funded by Open Society Institute's Information Program and Omidyar Network's Media, Markets & Transparency initiative, during the first three months of 2010 it is creating an online mapping of over 30 case studies of technology projects that increase transparency, government accountability, and civic engagement in Latin America, Sub-Saharan Africa, Southeast Asia, South Asia, China, and Central & Eastern Europe. Users to the site may view summaries of the projects, listen to interviews with their founders and materials relating to them. They highlight good use of web 2.0 technology and citizen participation to increase democracy. What was life like for people twenty years ago in Eastern Europe? Certainly it was a time of great social upheaval, and the Transitions Online (TOL) organization has created this website to collect articles, essays, and videos related to the revolutions that unfolded in 1989 in Poland, Hungary, Czechoslovakia, Bulgaria, and Romania. The six primary sections on the homepage include "Features, "Recollections", "Where Are They Now?", "Countries", "Video", and "Timelines". The interactive "Timelines" area is a great way to start looking around on this site, and it includes chronological listings of key events in both the Soviet Union and Eastern Europe. Visitors can click on tags related to each event, and they may be curious to learn of lesser-known policies, like the so-called "Sinatra Doctrine", which was announced by Mikhail Gorbachev on October 25, 1989. Moving on, the "Recollections" area contains fascinating first-hand remembrances from people who were part of this historical milieu, like Michael Horacek, a ground-breaking journalist who experienced and wrote about the Velvet Revolution first-hand. Combating the Twin Epidemics of HIV/AIDS and Drug Addiction: Opportunities for Progress and Gaps in Scale

This report examines on 12 countries in Asia, Africa, and eastern Europe that have experienced significant increases in reports of injection drug use, injection-related HIV, or both during the past decade. These countries receive significant aid from the United States either directly through the President’s Emergency Plan for AIDS Relief (PEPFAR) or through the Global Fund to Fight AIDS, Tuberculosis, and Malaria. The report focuses on a particular intervention—medication-assisted maintenance treatment for drug dependence—an area in which the United States has considerable experience and strength and that offers an opportunity to expand engagement in global HIV efforts. U.S. efforts should be coordinated with those of recipient governments and other donors in an integrated, comprehensive approach that ultimately will be the most effective strategy to curb the rapid growth of injection-driven HIV epidemics.
