The 'World of Work Report 2011' shows that it will not be possible to recover successfully from the Great Recession unless social inequalities are addressed through well-designed policies. Growing youth unemployment, income inequalities made worse as a result of rising food and oil prices, and other social inequities undermine support for pro-growth policies. They also entail a risk of social unrest which has started to materialize in the Arab region, some Asian countries and the Euro area. And they deprive the world economy from the kind of income growth that is needed in order to ensure sustainable economic recovery.

The report presents two scenarios for the next five years: under business-as-usual, the world economy will remain unstable, undermining employment prospects; by contrast, a strategy which addresses social inequalities adequately will support employment and sustain economic growth. Such a strategy is complex and faces implementation hurdles as some groups resist change; the report shows, however, that it can be achieved. Executive summary - World of Work Report 2011

The report depicts a much degraded employment and labour situation and shows that the plight of the Palestinian people has deteriorated alarmingly in a number of respects. The International Labour Office (ILO) has released Global Employment Trends 2008 (full text, pdf, 1125 kb). The report analyses the impact on labour markets of a wide range of factors, including population and economic growth, economic effects of the credit crisis in industrialized countries, rising oil prices, and a projected slowdown in economic growth. According to the press release, "economic turbulence largely due to credit market turmoil and rising oil prices could spur an increase in global unemployment by an estimated 5 million persons in 2008." The effects of globalization on employment justify augmenting the fundamental principles articulated in the ILO’s 1998 Declaration by including a global goal of decent work with a living wage. Adding the principle of decent work with a living wage can help keep labor law relevant because it can be the organizing principle for an array of unions and other groups interested in worker welfare to push for its implementation as a matter of international, regional and national law. The goal of decent work with a living wage can be a rallying cry to help overcome the prevailing neoliberal assumption that the present set of very limited regulations of the market is a natural law. Regaining the intellectual high ground for claims of worker rights to decent work with a living wage can be the product for, but also the cause of, organized action by those who share values in fair treatment at a global level. Unions, but also other NGOs, need to see that it is in their long term interest as well as the long term interest of the workers it claims to represent to reach across borders to work together to achieve this goal. Conflicting strategic interests and different legal and organizational cultures make this a daunting goal, but one worth pursuing.

Sandra Polaski testified at a hearing of the U.S. House of Representatives’ Committee on Financial Services on “The Fight against Global Poverty and Inequality: The World Bank’s Approach to Core Labor Standards and Employment Creation”. Polaski praised some recent actions by the World Bank and its sister institution, the International Finance Corporation, but expressed concern that different departments of the Bank pursue contradictory stances with regard to core labor standards and employment creation. She suggested that active oversight by the Committee could improve consistency and results from the World Bank on labor market and labor rights issues.
