The second(GMUN) was officially launched on 14 August in Kuala Lumpur, Malaysia. The conference will run until 18 August. The theme of the conference is "Towards an Alliance of Civilizations: bridging cultures to achieve peace and development". Four hundred students are in attendance. The students, aged between 18 and 24, come from over fifty countries and are engaged in a realistic simulation of a UN General Assembly summit meeting. The conference is making use of a wide variety of online social media, in keeping with the youth-oriented theme, with regular updates being made to the conference blog, the conference twitter feed as well as to the conference online slide show.  More information on the Global Model United Nations Conference and on the student leaders can be found on the Conference website: www.un.org/gmun.

Peacebuilding In The Immediate Aftermath Of Conflict. UN Report

Report of the Secretary-General on peacebuilding in the immediate aftermath of conflict A/63/881-S/2009/304 was issued.

The report is submitted, after consultations with the Peacebuilding Commission, following the Security Council invitation (S/PRST/2008/16) to provide advice on how to support national efforts to secure sustainable peace more rapidly and effectively. The immediate aftermath of conflict, defined as the first two years after the main conflict in a country has ended, "offers a window of opportunity to provide basic security, deliver peace dividends, shore up and build confidence in the political process, and strengthen core national capacity to lead peacebuilding efforts thereby beginning to lay the foundations for sustainable development."

Why have certain African states become so especially vulnerable to conflict in the last two decades?   What are the long term effects of these conflicts likely to be?   What is needed to end them and make them less likely in future?  In this seminar Prof Tom Lodge is going to explore five hypotheses about the causes of modern African warfare.  These are: that these conflicts have accompanied and partly have been caused by the collapse of historically very weak states; that the collapse of central political authority followed the sudden ending of external support, a consequence of the end of the Cold War and of the imposition of harsher terms of structural adjustment; that warfare expresses rejection of elder authority by young men; that rebellions are a response to new opportunities and new or freshly available resources; and that conflicts are symptomatic of environmental and demographic stress.  He will then consider the impact of wars upon demography, borders, the distribution of power, and development.  Finally he will identify the contextual requirements for enduring peace.

The mission of the Center is to build knowledge, promote dialogue, and to support action "in the service of peace." On the site's homepage, visitors will be presented with five primary sections, including "Programs", "Events", "People", "Media", and "Databases". Many visitors will want to head straight away for the "Databases" area. When most people think of international peacekeeping work, they might immediately think of organizations like the United Nations or NATO. What they might not know is that in recent years the European Union (EU) has become a very active participant in operations in countries such as Sierra Leone and Côte d'Ivoire. These efforts haven't escaped the attention of policy analysts and scholars at the RAND organization, and this report released in July 2008 takes a close look at this phenomenon. The 344-page report is divided into ten chapters, which include case studies of EU activities in Macedonia, the Solomon Islands, and a chapter of conclusions and final remarks. Additionally, the report also contains a detailed chapter of comparative analysis that looks into thematic areas such as the civilian police force in each country, the return of refugees post-conflict, and international combat-related deaths. Relationship between the UN and the African Union

 The Secretary-General recently issued a Report on the relationship between the United Nations and regional organizations, in particular the African Union, in the maintenance of international peace and security (S/2008/186). Peacekeeping Best Practices Report

A new report of the Secretary-General provides an update on Peacekeeping Best Practices policy and impacts (A/62/593). The report describes the methods and tools used to identify, collect, and share the work of mission staff around the world and describes the system implemented by the peacekeeping departments (organizational charts for Department of Peacekeeping Operations and Department of Field Support). According to the report,

"In modern peacekeeping, support is no longer measurable solely in terms of the timely provision of people, funds and materiel. Today, it also includes the capacity to apply institutional knowledge to help solve new challenges and avoid any recurrence of problems of the past."

In August 2007, a Russian adventurer descended 4,300 meters under the thinning ice of the North Pole to plant a titanium flag, claiming some 1.2 million square kilometers of the Arctic for mother Russia. Not to be outdone, the Prime Minister of Canada stated his intention to boost his nation’s military presence in the Arctic, with the stakes raised by the recent discovery that the icy Northwest Passage has become navigable for the first time in recorded history. Across the globe, the spreading desertification in the Darfur region has been compounding the tensions between nomadic herders and agrarian farmers, providing the environmental backdrop for genocide. In Bangladesh, one of the most densely populated countries in the world, the risk of coastal flooding is growing and could leave some 30 million people searching for higher ground in a nation already plagued by political violence and a growing trend toward Islamist extremism. Neighboring India is already building a wall along its border with Bangladesh. More hopefully, the award of the 2007 Nobel Peace Prize to Vice President Al Gore and the Intergovernmental Panel on Climate Change is a clear recognition that global warming poses not only environmental hazards but profound risks to planetary peace and stability as well.

+ In war-torn societies, the development of independent, pluralistic, and sustainable media is critical to fostering long-term peace and stability. Post-conflict civilian populations are particularly vulnerable to manipulation by mass media as tensions run high and the possibility of violent relapse remains strong. Many civilians harbor deep skepticism and mistrust of the media, being accustomed to platforms that are controlled either by the state or by political groups looking to further their political agendas.

+ An effective media strategy can mitigate postwar tensions by elevating moderate voices and dampening extremist ones. It can create peaceful channels through which differences can be resolved without resort to violence. The creation of a robust media culture will also allow citizens to begin holding their government accountable for its actions and ensuring its commitment to democracy.

+ Efforts to develop local media institutions should be undertaken separately from attempts to develop strategic communications. In an increasing number of non-permissive environments (i.e., environments where security is not fully established), the distinction between these two endeavors is blurred because of a mistaken assumption among some players that both activities share the same purpose and goal.

+ A poorly developed media strategy can be detrimental in a war-ravaged country still rife with violence. A hastily conceived plan may reinforce divisions between warring parties or create a weak media sector that is vulnerable to exploitation by warlords, political patrons, and spoilers. Media development efforts also fail when the public does not trust them to establish a credible source of information.

+ Ideally, given the media’s capacity to shape war-torn countries, interveners should apply a coherent strategy in the pursuit of media development. Unfortunately, no such strategy yet exists and thus interveners have little guidance as to what tools and methods work best in the development of media institutions. In fact, media development is still conducted on an ad hoc basis from conflict to conflict.

+ This report seeks to fill this strategic gap. More particularly, it recommends that interveners take the following series of steps as they generate a strategy for media development in post-conflict zones.

In 1996, a UN report “The Impact of Armed Conflict on Children”, the Machel study, brought the issues faced by children in armed conflict to the world's attention (A/51/306, symbols of subsequent reports available from UN-I-QUE). Ten years later, the Machel Strategic Review has been convened.

UNICEF and the Special Representative of the Secretary General for Children and Armed Conflict have launched a youth report Will you listen? Young voices from conflict zones (pdf, 384 KB). This report compiles the views and recommendations of some 1,700 children and young people in 92 countries.

International Day of Peace Vigi

This site describes the "global 24-hour spiritual observation for peace [on September 21 that] is meant to demonstrate the power of prayer and other spiritual practices in promoting peace and preventing violent conflict." Peace Operations Monitor is a project of the Peace Operations Working Group (POWG), a working group of the Canadian Peacebuilding Coordinating Committee (CPCC). It paims to provide an independent source of information about current United nations and other non-UN peacekeeping missions and forces worldwide. At present it is covering three main regions Afghanistan, Sudan (Darfur) and Haiti, although other materials may be added. Each country entry includes details about the mandate of the mission, its deployment and links to news and full text reports analysing it from a variety of sources.  “Peace and Conflict 2008,” a biennial report produced by the University of Maryland Center for International Development and Conflict Management, uses more than 100 statistical measures to assess the relative state of peace and conflict in each of the world’s nations.

Six years after 9/11, the level of international conflict is rising precipitously, with more countries involved in conflict than at any time since World War II, according to a new report from the University of Maryland. The report says the rise in conflict – a sharp spike beginning in 2005 (latest data available) – may be a symptom of a dangerous, chronic “syndrome” that resists treatment.

The findings represent a reversal from a situation of unprecedented post-World War II peace reported in 2001.

Burundi

The Peacebuilding Commission has issued a report on its mission to Burundi in April 2007 (PBC/1/BDI/2). Annexes include the terms of reference and composition of the mission, as well as the programme of visits and meetings. From the report:

"The primary purposes of the mission were to obtain first-hand information about the situation in Burundi and assess the challenges to peacebuilding; discuss with the Government and other stakeholders gaps within priority areas for peacebuilding and the development of an integrated framework/strategy for peacebuilding; and communicate the main principles and purposes of the Peacebuilding Commission to stakeholders on the ground."
