The World Health Organization (WHO) is just such an organization, and in October 2008, they released their annual World Health Report. The title of this ambitious report is "Primary Health Care: Now More Than Ever". The UNODC, WHO and UNAIDS launched a toolkit on HIV and AIDS in places of detention at the 15th International Conference on AIDS and sexually transmittable diseases in Africa (ICASA) in Dakar, Senegal on 5 December 2008 . The toolkit is designed to assist countries to mount an effective national response to HIV in prisons and to improve and, if necessary, reform their prison systems (full report, pdf).

Children and AIDS: Third stocktaking report (full-text, 1.94 MB), jointly prepared by UN Children's Fund (UNICEF), the World Health Organization (WHO), the Joint UN Programme on HIV/AIDS (UNAIDS) and the UN Population Fund (UNFPA), was released on World Aids Day. The Third Stocktaking Report calls for several actions that can bring changes in the next one to three years:

  • Scale up programmes that provide early diagnosis of infants exposed to HIV and treatment of children who are infected.
  • Expand access to antiretroviral drugs for pregnant women in need of treatment.
  • Integrate HIV and AIDS services with primary health-care programmes.

    A new report from the World Health Organization (WHO), the Joint UN Programme on HIV/AIDS (UNAIDS), and the UN Children's Fund (UNICEF), Towards Universal Access: Scaling up Priority HIV/AIDS Interventions in the Health Sector, has been issued (full text, pdf, 5.12 MB). According to the WHO press release, nearly 3 million people were receiving treatment with antiretroviral therapy in low- and middle-income countries by the end of 2007—a more than seven-fold increase over four years.

This report is based on data reported to WHO via its standard data collection form by 202 out of 212 countries and territories in 2007, and the series of data collected from these countries annually since 1996. In short, the report presents an overview of progress in reducing the burden of TB worldwide. The report is based on data collected between 2002 and 2006 on 90 000 TB patients in 81 countries. It found that extensively drug-resistant tuberculosis (XDR-TB), a virtually untreatable form of the respiratory disease, has been recorded in 45 countries.     A large national household survey conducted by the Iraqi government and WHO estimates that 151,000 Iraqis died from violence between March 2003 and June 2006.

    The findings, published today on the web site of the New England Journal of Medicine, are based on information collected during a wider survey of family health in Iraq, designed to provide a basis for the Iraqi government to develop and update health policies and plan services.

    The estimate is based on interviews conducted in 9,345 households in nearly 1,000 neighbourhoods and villages across Iraq. The researchers emphasize that despite the large size of the study, the uncertainty inherent in calculating such estimates led them to conclude that the number of Iraqis who died from violence during that period lies between 104,000 and 223,000.

    For the purpose of this report, neglected diseases are those diseases understood to be primarily affect- ing people living in poverty in developing countries, in particular in rural areas.

    There are clear links between neglected diseases and human rights. Neglected diseases are more like- ly to occur where human rights, such as the rights to health, education and housing are not guaran- teed. Neglected diseases also often result in violations of human rights and fundamental freedoms, including equality and non-discrimination.

    Addressing the human rights issues that cause or are a consequence of neglected diseases has an important role to play in helping to prevent and treat these diseases, as well as in ensuring the dignity and well-being of those afflicted. However, the human rights implications of neglected diseases, and the contribution that human rights can make to addressing neglected diseases, have not been given the attention they deserve.

    This report aims to equip practitioners with an understanding of human rights, how human rights abuses cause and result from neglected diseases, and how a human rights approach can contribute to the fight against neglected diseases.
