Various new finance policies

Reimbursements
 
This policy now includes
 - a maximum reimbursement for ADSL/3G usage of R400 per month, with exceptions to be motivated to the Executive Director of Finance, and
 - a reference to UCT parking disk payments.

Funds deposited with or held by UCT
 
This policy has been updated and covers ALL monies deposited with or held by the university.
