A Measure Of The Digital Divide

Recently I raised a question about the size of some of the dependencies in the current trunk of Sakai (on which our Vula is built), in particular a 16.5Mb file. This lead me to ask a couple of my contacts overseas how long they would expect that file to downloia. "Seconds" was the answer I got from Scotland. A practical test with a Seth Theriault at Columbia, performed at 8pm South Afican time, had the following results:

UCT: speed 7.46K/s in just over 20minutes

Columbia: speed 2.7MB/s in 5.8s
